NTEU and HHS wrapped up the first of a two-week bargaining schedule with a mediator on Friday. Over the course of bargaining, HHS refused to sit across the table from NTEU, despite NTEU’s repeated requests to meet face-to-face to discuss proposals and answer NTEU’s questions about their specific proposals. In what HHS referred to as “shuttle diplomacy,” the mediator went back and forth from the two rooms and all bargaining was done in writing. Update on government funding for Fiscal Year 2019 for agencies currently operating under a Continuing Resolution.
Late yesterday, a measure (H.J. Res. 143) was introduced that would extend a Continuing Resolution (CR) through Friday, December 21. Congressional leadership is currently indicating that the plan with the White House is to pass and enact this short-term CR later this week to avert a lapse in appropriations at many agencies on Friday night.
