Today, in anticipation of employees affected by Hurricane Michael needing additional paid leave, NTEU National President Tony Reardon asked Secretary Alex Azar to establish an Emergency Leave Transfer Program (ELTP) for HHS employees for those who have been impacted by Hurricane Michael. NTEU offered to work with HHS to solicit donations to the program.
The U.S. Office of Personnel Management (OPM) has the authority to establish an ELTP at the request of employing agencies for employees needing paid leave to address emergencies such as Hurricane Michael. On November 2, 2018, OPM made a determination that the establishment of an ELTP is warranted for employees affected by Hurricane Michael.
