The FDA has provided Article 3 notice to NTEU that the Office of Regulatory Affairs (ORA) plans to implement a Compensatory Time for Travel (CTT) Request Guidance and Claim Template. According to the notice, the purpose of the CTT template is to standardize the process of ORA employees requesting and claiming compensatory time for travel. The agency claims that the template will provide a uniform method of accounting for the compensatory time earned while on travel for ORA business. Congress and the administration have until midnight Friday, March 23, to fund the government.
At this time, Congress does not have a deal to fund federal agencies past Friday night, March 23, when the current Continuing Resolution (CR) expires. As you know, the last CR increased the budget caps for defense and non-defense spending and the six-week CR was to provide appropriators time to write actual spending bills for the remainder of Fiscal Year (FY) 2018 with the increased budget authority. It has been reported that the omnibus spending bill could be on the House floor as soon as next week, however it is unclear if House and Senate negotiators have reached a final agreement on agency spending levels and the numerous policy riders that may be attached to the bill.
