Logo of the Department of Health and Human ServicesHHS has provided NTEU an “Emergency Shutdown Notice” confirming that, due to the absence of FY 2018 Appropriations or a Continuing Resolution, it will place employees who are not engaged in excepted functions in a furlough status effective immediately. The agency offered no information about providing furlough notices to employees, informing them whether they will be expected to work or will be furloughed. Employees have not yet received any communications from the agency regarding shutdown plans.Agency ShutdownNTEU is working with HHS to obtain more detailed information. Until then, employees can find the 2018 contingency staffing plan for operations in the absence of annual appropriations at https://www.hhs.gov/about/budget/fy-2018-hhs-contingency-staffing-plan/index.html. According to the plan, approximately 50% of staff will be furloughed agency-wide, with variations per OPDIV. More information about the furlough and which employees are considered “excepted” can be found at https://www.opm.gov/policy-data-oversight/pay-leave/furlough-guidance#url=Shutdown-Furlough.
