Revised PD and New PMAP for Legal Assistants in OMHA

This is a good example of what happens when the Agency revises position descriptions and appraisal plans for BUEs.

HHS recently notified NTEU that it has revised the Position Description (PD) and drafted a new Performance Management Appraisal Program (PMAP) for Legal Assistants in the Office of Medicare Hearings and Appeals (OMHA). Per the notice, OMHA has expanded the career ladder PD for Legal Assistants to now begin at a GS-0986-5 grade level, with a target level of GS-8. The agency claims that the GS-5 position has been established to meet recruitment needs in OMHA’s field offices due to challenges in recruiting qualified applicants at the former GS-6/7/8 levels. Additionally, the agency has created a new PMAP for the Legal Assistant GS-5 position in accordance with the new PD.

Per the notice, approximately nine (9) employees have already been placed on the revised PD and the agency plans to put onboard two (2) more employees in the Miami Field Office (MFO), and two (2) in the Kansas City Field Office (KFO). The new PMAP will be implemented on November 15, 2017. NTEU has requested a briefing and to bargain the changes.
