HHS provided an informational notice to NTEU that the Health Resources and Services Administration (HRSA) plans to implement an electronic Performance Management Appraisal Program (PMAP) called “ePMAP.” According to the notice, the PMAP would not change (no change to the elements and standards or to the formatting), but the electronic format would allow employees to upload feedback and responses directly into the system. The agency also claims that the ePMAP would eliminate the need to keep paper records, although the PMAP would be in a printable, PDF form. Per the notice, employees will be trained on how to use the ePMAP system prior to implementation.
The agency plans to pilot the ePMAP with HRSA employee volunteers starting in mid-November and will “go live” in January 2018. The agency has invited NTEU to participate in the pilot program, although NTEU participants will need to be current HRSA employees. NTEU has requested a briefing to learn more about the ePMAP program.
