Informational Notice of ePMAP in HRSA

HHS has provided NTEU with an informational notice that HRSA will implement an electronic PMAP.

Performance appraisalHHS provided an informational notice to NTEU that the Health Resources and Services Administration (HRSA) plans to implement an electronic Performance Management Appraisal Program (PMAP) called “ePMAP.” According to the notice, the PMAP would not change (no change to the elements and standards or to the formatting), but the electronic format would allow employees to upload feedback and responses directly into the system. The agency also claims that the ePMAP would eliminate the need to keep paper records, although the PMAP would be in a printable, PDF form. Establishment of an Emergency Leave Transfer Program for Hurricane Maria

HHS established an Emergency Leave Transfer Program for its employees adversely affected by Hurricane Harvey, Irma, and Maria.

Under this program, a covered employee may donate annual leave that will be transferred to the same or other agencies. ​House Passes NTEU-Supported Thrift Savings Plan Modernization Legislation

Today, the House of Representatives passed an NTEU-supported bill to provide flexibility in making withdrawals from the Thrift Savings Plan.

Thrift Savings Plan logo​The bill, H.R. 3031, introduced by Representative Elijah Cummings (D-MD) and cosponsored by Representative Mark Meadows (R-NC), would allow active federal employees to make multiple, age-based withdrawals from their Thrift Savings Plan (TSP) accounts and to remain eligible for partial withdrawals once they leave the government as well. Individuals who have left government service would be able to make multiple, partial post-separation withdrawals. The bill also would allow those receiving monthly payments to change the amount of their payment at any time—instead of only once per year—and they could change the frequency of payments as well. In addition, the bill eliminates the imposition of an automatic annuity if a participant has not made an election.
