When crisis hits, federal employees are often the first responders, and NTEU is working on multiple fronts to help those impacted by the recent hurricanes’ devastating effects. Here are some ways you can help your fellow federal employees in need:
Donate Leave to Emergency Leave Transfer Program
Employees seeking to become emergency leave recipients must apply in writing. Anyone unable to apply in writing may apply through a personal representative. Below are the specific instructions provided by HHS on how employees can apply for and donate to the ELTP:
To Apply for Leave from the HHS Emergency Leave Transfer Program
You must complete the OPM Form 1637, Application to Become a Leave Recipient under the Emergency Leave Transfer Program and OPM Form 71, Request for Leave or Approved Absence and submit both forms by the most practical means possible to your supervisor. A personal representative may complete these forms on your behalf if you need leave but are unable to complete the application.
How to Donate to the HHS Emergency Leave Transfer Program
You may donate a portion of your unused annual leave under this program effective immediately. If you are interested in donating leave you:
- May donate unused annual leave only, including restored leave;
- May not donate to a specific individual;
- Must donate a minimum of 1 hour but not more than 104 hours in a leave year; and
- Complete OPM Form 1638, Request to Donate Annual Leave under the Emergency
Leave Transfer Program along with OPM Form 71, Request for Leave or Approved Absence and submit them to your supervisor.
Any unused annual leave donated to the ELTP must be returned by the agency to emergency leave donors, and if any annual leave was donated by a leave bank, it must be returned to the leave bank.
Knowing that two Houston Resident Posts were closed due to Hurricane Harvey, National President Tony Reardon personally reached out to FDA Commissioner Gottlieb requesting the agency immediately establish an ELTP, in addition to approving the many forms of leave and telework available to employees per the parties’ CBA.
A number of chapter leaders have also asked about an ELTP for those who have been impacted by Hurricane Irma. We will advise you as soon as we learn from OPM whether it has delegated the authority to agencies to create an ELTP for employees impacted by Hurricane Irma.
Assistance is Available
For employees who need financial assistance, NTEU has a disaster fund available through the Federal Employee Education and Assistance (FEEA) Fund. Any federal employee at any NTEU-represented agency may be eligible for a grant to help with immediate needs. Donate and visit FEEA’s website for disaster assistance applications.
