Changes to PMAP for Contracting Officer’s Representatives in HRSA

Logo of the U.S. Department of Health and Human Services (HHS) Health Resources and Services Administration (HRSA)HHS recently notified NTEU of a proposal to add new standards to the Performance Management Appraisal Program (PMAP) for Contracting Officer’s Representatives (COR) in the Human Resources Services Administration (HRSA). HRSA proposes to implement these changes as part of the mid-year performance reviews in July. According to the notice, the changes are necessary to “improve COR performance and communicate organizational expectations.” NTEU has requested a briefing to learn more.

Though this particular change does not affect FDA employees, I share it as an example of the Union right to bargain over changes in working conditions related to the PMAP per Articles 3 and 30 of the CBA.
