Notice of Policy Change Regarding Access to Personal E-mail Accounts

CybersecurityHHS has provided Article 3 notice to NTEU regarding a policy change for the Office of the Secretary (OS) and small OpDivs that would prohibit employees from accessing personal e-mail accounts. According to the notice, the current HHS policy permits employees limited personal use of IT resources and government equipment, to include accessing personal e-mail accounts. However, to mitigate “ongoing and persistent” cyber security risks to the HHS network, the agency plans to implement a new policy that prohibits OS and small OpDiv personnel from accessing personal e-mail accounts using HHS information systems. Starting May 1, 2017, employees will no longer be permitted to log in to personal e-mail accounts from the HHS network. To enforce the policy, the OS and small OpDiv perimeter firewall system configuration will be changed to prevent users on the HHS network from accessing personal e-mail accounts.
