Last year, NTEU and FDA executed a Memorandum of Understanding (MOU) regarding the development and implementation of an exit survey for employees who separate from FDA. The survey allows FDA bargaining unit employees to provide feedback to the agency upon separation, which is then shared with NTEU on a quarterly basis.
Now, the agency proposes to expand the current exit survey and MOU to include FDA employees who transfer from one center to another within FDA. Accordingly, NTEU has requested a briefing and to bargain.
