FDA has provided an informational notice to NTEU stating that the Office of Regulatory Affairs (ORA) will begin testing various computer applications in preparation for the transition to Program Alignment, after the parties have completed negotiations regarding Program Alignment. FDA recently notified NTEU that it intends to implement a Standard Operating Procedure (SOP) related to Non-Contract Carrier Travel. Per the notice, the purpose of the SOP is to identify mandatory requirements for using non-contract carriers for ORA employees’ temporary duty travel.
In order to learn more about the proposed SOP, NTEU has requested a briefing and to bargain.

Last year, NTEU and FDA executed a Memorandum of Understanding (MOU) regarding the development and implementation of an exit survey for employees who separate from FDA. The survey allows FDA bargaining unit employees to provide feedback to the agency upon separation, which is then shared with NTEU on a quarterly basis.
Now, the agency proposes to expand the current exit survey and MOU to include FDA employees who transfer from one center to another within FDA. Accordingly, NTEU has requested a briefing and to bargain.
