Settlement of ULP Regarding Drive Cam Program

HighwayOn November 29, 2016, HHS and NTEU executed a settlement agreement to resolve the Unfair Labor Practice (ULP) charge NTEU filed regarding the unilateral implementation of a drive cam program. Per the terms of the agreement, the agency will be required to provide NTEU an opportunity to bargain over the impact and implementation of the agency’s decision to install the cameras. HHS is also required to post notice that it is required to comply with the Federal Service Labor-Management Relations Statute. This settlement accomplishes NTEU’s goal of having an opportunity to bargain over the agency’s implementation of the drive cam program.
