NTEU National President Tony Reardon wants to make sure Office of Personnel Management (OPM) Acting Director Cobert knows about these problems and can help resolve them. Today, Reardon sent a letter to Cobert to this effect.

On April 15, 2016, NTEU notified the presidents of NTEU chapters in agencies of the Department of Health and Human Services (HHS) that the Union filed an unfair labor practice (ULP) charge against HHS for failing to provide information and bargain prior to implementing a Drive Cam pilot program. The unilateral actions of HHS have deprived NTEU of its contractual and statutory rights to bargain over this initiative, which has a more than de minimis effect on employees. It has come to our attention that ORA Southwest Region management requires bargaining unit employees (BUEs) to complete and submit a privately owned vehicle (POV) use request form whenever the BUE opts to drive a POV to perform or travel to perform official duties, including training and other administrative tasks. The Agency confirmed this practice in their response to a Union’s formal request for information.
