After a long period of litigation and bargaining, and as I stated previously here, NTEU signed an agreement that puts in place protections for employees at the Food and Drug Administration (FDA).
Specifically, FDA employees in the Office of Regulatory Affairs will not have their performance evaluated against the division’s Quality Management System. That system addresses work processes and systemic issues that could impact service quality.
In 2010, NTEU filed a grievance for violating the terms of a prior agreement on the Quality Management System.
This agreement reflects the intention of the division to create a work environment for employees that actively encourages them to identify opportunities to improve quality.
