BUE vacancy announcements with very short timeframes

I'm no BUE. But if I was, I would join NTEU.I received reports from various members reporting FDA vacancy announcements open for less than 10 workdays. Article 36, Section 4 B, of the 2014 HHS-NTEU Consolidated Collective Bargaining Agreement (CBA) requires that merit promotion vacancy announcements for bargaining unit employee (BUE) positions must be posted for a minimum of 10 workdays.

I reported this conflict to the NTEU National Negotiator for HHS. She contacted FDA Labor Relations to enforce the contract. Labor Relations Specialist Gregory Hooker verified these allegations. He reached out to the servicing specialist for the posting I sent as an example. The servicing specialist will extend the posting I sent as an example. Mr. Hooker also informed the servicing specialists who post vacancy announcements of the contractual obligations in regards to job postings.

While I am pleased that the agency informally resolved this problem, I am concerned that it happened in the first place and wonder how long it has been happening. This serves as a reminder to remain vigilant to ensure that the agency is complying with the contractual requirements of the CBA.
