It has come to our attention that some management representatives at the National Center for Toxicological Research (NCTR) have instated a limit on the number of credit hours that bargaining unit employees (BUE) can earn annually. Note that the 2014 HHS-NTEU Consolidated Collective Bargaining Agreement (CBA) does not impose an annual limit to the number of credit hours a BUE may earn and use. Instead, Article 25, Section 7 I, of the CBA, states that:
“Eligible full-time employees may accumulate more than 24 credit hours during a pay period, but may not carry over more than twenty-four (24) credit hours from one pay period to the next. The maximum allowed carry-over hours may be carried over indefinitely.”
NTEU Chapter 254 brought this to the attention of the appropriate management representatives at NCTR, and they have assured us that they will retract their noncompliant statements expeditiously. I personally appreciate their willingness to resolve this issue informally.
Please remember that you must obtain advance supervisory approval to earn credit hours. Your supervisor will approve credit hours retroactively where the circumstances warrant (for example, where it is not possible for you to obtain advance approval) in accordance with Article 25, Section 7 A, of the CBA.
