As I mentioned previously, the Calendar Year 2015 PMAP Awards Committee Recommendation approved by deciding official Deputy Commissioner for Operations Walter Harris provides for cash/time off split awards, but not for any particular division or ratio. NTEU Chapter 254 learned of some supervisors offering the split option using a 50/50 ratio only. This ratio is not in the agreement.
NTEU and FDA met earlier today to discuss this situation and decided to give those bargaining unit employees (BUE) who chose the option to a split PMAP award the option to choose the ratio of time off and cash they would like (for example, you may choose to receive 10 hours of time off and the balance in cash). The agency will allocate the appropriate resources to make sure those BUEs get their desired cash/time off combination option.
While I personally believe that some BUEs might have chosen the split award option had it not been limited to a 50:50 ratio, this remedy is not overly administratively burdensome.
