On April 28, 2016, I shared with you that some ORA supervisors in the Southwest Region districts and laboratories are limiting the split cash / time off awards to a ratio of 50:50. After I brought this up to the attention of ORA Southwest Region management in a notification to broadcast this information to our bargaining unit employees (BUEs), regional management asked me to please delay the broadcast until FDA headquarters and NTEU National meet this Wednesday, May 4, 2016, to discuss this issue. I confirmed with NTEU National that this meeting will take place. However, I still feel that BUEs need to know that a fixed ratio of 50:50 for split cash / time off awards was not recommended by the labor-management joint PMAP awards committee nor it was approved by deciding official FDA Deputy Commissioner for Operations Walter Harris. Furthermore, BUEs have a right to know that this ratio is still in dispute so they can make an informed decision.
If you are a BUE, and you are deciding on the type of PMAP award you wish to receive, please consider that the split award type ratio option is still in dispute at this time. After this dispute is settled, you may have more options than those your supervisor presented to you last month.
