NTEU and HHS have executed an agreement over ORA’s implementation of a Potential Supervisors Program (PSP). Here is a copy of the Memorandum of Understanding (MOU).
The PSP is a voluntary program that allows eligible employees to test their abilities for becoming a supervisor. It is not a prerequisite for a supervisory position at ORA. NTEU’s primary concern is ensuring a transparent process for employee selection to the program, which is limited to a maximum of 40 participants at the GS-12 level or above with a performance appraisal of at least Achieved Expected Results.
Per the MOU, the agency will create a FAQ document on the agency intranet page so that employees can learn more about the PSP. Additionally, the agency will provide notice to employees at least 30 days in advance of the application period to ensure sufficient time to apply. Employees whose supervisors do not concur with their participation in the PSP may request and receive a written explanation from the supervisor, as well as suggestions for improvement. Employees who are not selected for any reason will be provided the reasons for non-selection.
The MOU also commits the agency to providing NTEU on an annual basis with data and employee feedback about the program in order to assess any potential or recurring problems.
