NTEU update on Term Bargaining with HHS

NTEU and HHS have reached impasse in bargaining over ground rules. HHS has refused to accept a limited time frame for bargaining and wants to drag bargaining out over the course of 2016. Additionally, HHS insists on paying only 50% for travel and per diem for NTEU’s bargaining team members despite that it paid 100% during mid-term bargaining.

NTEU made a final offer to resolve the matter, but HHS rejected the offer. Accordingly, the parties will move forward to mediation. NTEU has contacted Commissioner Williams at Federal Mediation and Conciliation Service (FMCS) who will serve as the mediator for this matter.

NTEU is hopeful that the ground rules will be resolved soon because the parties cannot start term bargaining until they are finalized.
